The University of Arkansas – Fort Smith is committed to protecting freedom of speech and expression while maintaining a safe, accessible, and welcoming campus environment.
Members of the campus community may engage in expressive activities consistent with applicable law and university policy. Registration is encouraged when advance coordination would assist with scheduling, location, safety, or event logistics.
Before You Register
Registration is encouraged for planned expressive activities and required for large-scale events.
Submitting a registration form helps Âé¶¹´«Ã½ coordinate:
- Location and scheduling
- Event setup and cleanup
- Campus safety and security needs
- Crowd management
- Communication and logistical support

Âé¶¹´«Ã½ recognizes the important role of intellectual freedom and free expression in a university environment. The policy establishes guidelines for expressive activities while protecting university operations, academic activities, safety, and the rights of others.
Expressive Activities May Include
- Speeches and presentations
- Demonstrations and protests
- Picketing
- Distribution of literature
- Petition or signature gathering
- Tabling and information booths
- Rallies
- Other protected expressive activities
Campus Locations
Expressive activities may take place in appropriate campus locations consistent with university policy. Âé¶¹´«Ã½ may work with requestors to identify an available location or time when necessary to avoid scheduling conflicts or address legitimate time, place, and manner considerations.
Indoor expressive activity location: Smith-Pendergraft Campus Center Fireplace Area.
Spontaneous Expressive Activity
Members of the campus community may engage in spontaneous, contemporaneous expressive activities in Campus Forums without prior approval, provided the activity complies with applicable law and university policy.
Large-Scale Events
Large-scale expressive events require advance approval so the university can coordinate appropriate space, safety measures, and logistical needs.
